Here is one UC article by On San Diego, etc.
Another one.

On one hand the UC policies basically suggests that new "poor" immigrants should be getting into college at the same rate as more established, poor families; or should be given special consideration because they are poor? This seems counterintuitive. But we cannot separate the two so what is one going to do. We created this mess . . .
Aren't you supposed to be poor (generally speaking) as a new immigrant? That is one reason to come to the USA, right? To find a better life?
Since 1980 there has been 4 million plus new immigrants living in CA looking for the American dream. Should the kids of these families be given "special" consideration if they are poor? This is a very hard topic.
Basically, no one is going to be happy with the UCs and no one will accept just looking at historically poor families; we are just too divided and want what we can get now for our families.
This might just be another problem of enforcing some rules and not others. When there is more than one standard for what is right and wrong, when laws are ignored, when the system is stretched for the benefit of some and not all it is too hard to determine what is and is not fair.
Moreover, as established African American families tend to be benefited the least when our laws are ignored (for the benefit of big business or otherwise) it is not too surprising that they are still on average the poorest of our State’s souls. Yet we do not give them any special treatment -- and ask them to compete against our newest immigrants that might just face less uphill battles (at least that is what the numbers say). Again, another “very very” difficult area and one in which it is impossible to legally help only African Americans through public funds. Man this subject is getting too hard to continually deal with . . .
I truly think we need to revisit what rules are okay to enforce and what rules are okay to ignore. Are we a nation of laws? Is it okay to break some laws (without punishment) and not others? Who should decide? All residents?
