In order to effectively create an “
affirmative action” admittance program (after the Supreme Court indicated that its race-based program was unconstitutional) California ingeniously enacted the “
top 4 percent” admittance program for its universities. Basically, if you are in the top 4 percent of students at any California public high school then you are admitted to one of the UC universities.
In 2001, it was
estimated that this policy led to an increase in eligible Latinos by 0.9 percent, eligible African Americans by 0.8 percent, eligible Asians by 1.5 percent, and eligible Whites by 1.7 percent.
I guess someone forgot to run the numbers? Here is an interesting
article. It should be noted that one only needs a GPA of 3.0 to be admitted through the top 4 percent program.
